Does China prepare it’s steel industry for war?

China just approved a railway project for 714 billion RMB, thats about 120 billion US$!
As everybody know, building new railways are pushing the steel production.
My question is: Is this a preparation for war, or it’s simply thought to keep the economy growing? One fact that specks for the second point, is that in todays wars steel is not as important as it was in past, at least as long as there is no major war on the ground.
I hope my thought was wrong, and China is simply pushing it’s economy which is facing a crises as well, by investing in it’s infrastructure.
